Bishop Braxton Welcomes New Chief Finance Officer

His Excellency, The Most Rev. Edward K. Braxton announced today that he has appointed Mr. Michael D. Gibbons as the new Chief Finance Officer of the Diocese, effective May 4, 2015. He succeeds Mr. James V. Mroczkowski, who has completed his five-year contract.

Mr. Gibbons received his BSBA in Accounting from the University of Missouri-St. Louis. He is a Certified Public Account (CPA) in Illinois and has his Certified Management Accountant (CMA) Certification. Mr. Gibbons has extensive experience in Finance and Management. He began his career at National Steel Corporation and progressed through increasing roles of responsibility, including positions as Vice President and General Manager of the Granite City Division and Chief Financial Officer of National Steel. After leaving National Steel, he joined Champion Laboratories, Inc., as Vice President of Finance and Chief Financial Officer, and later served as President of the company. Mr. Gibbons’ latest position was Vice President of Finance and Chief Financial Officer for FRAM Filtration.

As the Chief Finance Officer, Mr. Gibbons will be responsible for the Temporal Affairs of the Diocese of Belleville. In this position, he will provide financial assistance to the Bishop, the Vicar General and the administrative offices of the Diocese and other diocesan agencies. This includes planning, budgeting, accounting, audits, internal controls, cash management, investment management, financing, information technology, clergy retirement, property and liability insurance management, real estate, new construction/facilities maintenance and financial advisory services. He will interact with the leaders of the 115 parishes of the diocese to assist in the financial statement preparation on a periodic basis. Mr. Gibbons becomes an ex officio member of the Bishop’s Cabinet, the Chairman of the Finance Council (including audit and budget committees), Catholic Community Foundation and Boards for other diocesan entities.

Mr. Gibbons spoke about his new position saying, “I hope my past experience will allow me to make an immediate impact by successfully assisting Bishop Braxton and the Finance Council in developing and executing the strategic planning of the Diocese and in fulfilling the requirements of good stewardship for the temporal assets of the Catholic Church.” He is excited to embark on this new journey which he believes will provide both personal and spiritual fulfillment.

Mr. Gibbons resides in South St. Louis County and is a member of Queen of All Saints Parish, Oakville, Mo.  His wife, Anne, is Coordinator of Admissions at De Smet Jesuit High School. They have three sons and two grandsons. Michael, who is very committed to his Catholic faith, is devoted to his family. He enjoys traveling and is an avid fan of the St. Louis Rams and Notre Dame football.

Mr. Gibbons began orientation on Monday, May 4, 2015, and is working closely with the current Chief Finance Officer, Mr. Mroczkowski, and other diocesan personnel during the months of May and June. In accord with Canon Law, his five-year appointment as Chief Finance Officer will begin July 1, 2015, which coincides with the new fiscal year.

In announcing the appointment, the Bishop said, “I was very pleased to be able to interview several very able candidates for the important position of Chief Finance Officer. In the end, Mr. Gibbons’ background in financial matters, his broad experience and personal qualities led me to conclude that he was the most appropriate person for the position. I was particularly pleased to note Michael’s awareness of the fact that, while he would be assisting us with temporal affairs, he would be working with and for the Catholic Church, which must always maintain a concern for the personal and pastoral needs of all members of the community of faith. Msgr. John McEvilly, the Vicar General and Moderator of the Curia, concurred with my judgment.  Michael comes to us at a time of relative financial stability for the Diocese, thanks to the careful stewardship of his predecessor, Mr. Mroczkowski. As I welcome Michael Gibbons, I express my personal appreciation and esteem and that of the Diocese to Jim for generously coming out of retirement to provide able and attentive stewardship for the Church in southern Illinois at a time when it was needed. I expect Michael to bring continuity to the work that has gone before him.”
